Additional Information for ABSE Programs

Monitoring

  1. Programs may be monitored by the State Office or a designee of the DPI. The grantee is obligated to provide all information requested by the person monitoring the program.
  2. The monitoring may require the inspection of fiscal/programmatic documents related to the current or previous program year(s). The monitoring may also involve a random sampling of student records and visits with the staff and/or students.
  3. The monitoring visits may take from two to six hours. Advance planning and preparation generally helps expedite the process.

Evaluation

  1. The program evaluation is designed to help in the program improvement process. This process may take from one to two days. In North Dakota, the process is as follows:
  • An evaluation form is sent to the ALC in advance so that a self-evaluation may be conducted prior to the team visit. The completed form is returned to the State Office prior to the visit.
  • A team consisting of 3 to 6 members is selected based upon the recommendation of the ALC to be evaluated.
  • The team visits the program on an agreed upon date.
  • Upon completion of the on-site visit, the team makes recommendations for improvement. These recommendations are sent to the State Office for the State Director's review.
  • A draft report of recommendations is mailed to the ALC for review, comment, and clarification.
  • Upon review of the response/recommendation of the ALC, the State will issue its final report of the findings of the evaluation team.
  • The local program is expected to follow up on the recommendations and develop a plan for implementation.
