General Provisions

Funding Sources

Federal Funding

  1. Federal funds are allocated to the State for implementation of adult education programs in the State. This program is a partnership between the State and Federal government. The funds are based upon a Federal formula. A State match is required.

State Funding

  1. The State legislature appropriates funds to carry out the functions of this office for Adult Basic and Secondary Education. The funding is used in conjunction with Federal and other funds.

Displaced Homemaker Funds

  1. The State appropriates funds for services to Displaced Homemakers (DHMs). These funds are used to provide counseling, career planning, basic skills, and support group services to DHMs throughout the state.

Other Funds

  1. The DPI may enter into a contract with other Federal, State, or local agencies to provide ABSE services and/or other services as specified in the contract.

Student Records

  1. Student records are permanent records and must be maintained in a secure place (as determined by local management). If the student records are maintained electronically (i.e., the computer), a back-up procedure must be implemented. 

Local Advisory Councils

  1. Purpose: To provide ALCs advice on the coordination of adult education services in their region. The eight regional ALCs are required to have an active local advisory council. The selection of members of the council is the responsibility of each ALC. The ALCs may select as many members as deemed necessary to form a functional council.
  2. Minimum Number of Meetings: The ALCs are required to meet with their advisory council at least three times per year. The dates and length of the meetings will be determined by the ALC.

Reporting

  1. Each ALC is required to submit the minutes of the advisory council meeting at the conclusion of each meeting to the State Office. 

Application

General Procedures: Applications to deliver adult education services shall be based upon the approved adult education plan for the area. Agencies in each area are encouraged to apply for funding.

  1. The biennial application (subject to change) process requires the submission of an application based on the criteria issued by the Department of Public Instruction.
  2. Application forms and criteria will be supplied upon request to agencies interested in applying.
  3. The applications will be reviewed and considered for approval based on the merit of the application as determined by the readers and based upon the application evaluation criteria.

Reporting & Forms

  1. Student Information Management System (SIMS): The DPI has developed, in cooperation with local directors, a computerized system to be used by all ALCs.
  2. The ALC will be responsible for collecting all the information, for each student.
  3. The ALC will be responsible for providing student information, as requested by DPI. The ALC may supply this information as frequently as possible; however, each center must complete and send required data at the end of each quarter.

Student Testing Overview

All students entering the Adult Learning Centers must have an initial placement assessment and assessment throughout the year to indicate the progress the student has made.

The students will be placed according to their Educational Functioning Level

Adult Basic Education Levels

  • Beginning Literacy ABE
  • Beginning Basic Education ABE
  • Low intermediate ABE
  • High intermediate ABE
  • Low Adult Secondary Education
  • High Adult Secondary Education

English-as-a-second Language Levels

  • Beginning Literary ESC
  • Beginning Basic Education ESL
  • Low intermediate ESL
  • High Intermediate ESL
  • Low advanced ESL
  • High advanced ESL

What tests are to be used?

  1. The state requires using the TABE test for placement determination for adults entering the ABSE programs.
  2. The BEST test is used for adults entering the ESL programs.
  3. Local programs may also use the Pre-GED and GED test scores for comparison but not for reporting purposes.

When should students be tested?

  1. Every student must be assessed at the time of entry into the program.
  2. It is recommended that a post-test be administered after 30 to 50 hours of instruction to record progress; however, discretion should be used (at the local level) when administering the post-tests.

Testing Records

  1. Testing results are part of the total student record. Therefore, these records must be maintained as a permanent record.
  2. The student testing is part of the Student Information Management System (SIMS) and the records should be maintained accordingly.
