Introduction

No matter how hard we try to simplify the administrative procedures, rules and regulations, the procedures change, and so must the manuals. To aid local programs in keeping abreast of these new procedures and changes to old ones, this guide has been prepared.

It is our intent to use this guide to:

  1. Keep all programs current on existing rules, regulations, and procedures.
  2. Provide the best information we have which will contribute to program quality and improvement, and 
  3. Orient new staff.

As you look through this guide you will note that, in addition to its new format, there is new and/or revised information. I urge you to study this guide carefully, and if you have any questions or suggestions, contact my office immediately so that we can make changes.

Our goal is to keep this guide up-to-date. It will be very helpful if you will keep us informed of current information about your Center.

The Superintendent of Public Instruction shall be responsible for coordinating adult basic and secondary education programs, including the administration of state and federal funding for such programs. The Superintendent may hire a director and such assistance as may be necessary for this program.

Adult Education and Literacy Act of 1991

Public Law 10-297 was signed into law on April 28, 1988. Title II, Part B of Public Law 100-297 revises the Adult Education Act (the Act), which continues to be set forth in 20 U.S.C. 1201. The primary effect of the Act is the continuance of the Adult Education State Administered Basic Grant programs U.S. Department of Education regulations.
