In a continuing effort to reduce school district paperwork and duplicative processes, all department personnel collaborated to enhance and consolidate on-line data collection and reporting requirements.
The department created an electronic consolidated application format, including guidelines for school districts to apply for six title programs in one process. Allocations for all title programs are made available to school districts in one table on the department’s website. The department is also developing an electronic consolidated budget revision format that will be linked to the electronic consolidated application.
The department continued its efforts to enhance the quality and analysis of data, and to provide customers with better technological resources to assist school districts in meeting changing federal regulations that measure student progress based on data-driven results.
Department personnel broadly communicated changing federal requirements pertaining to student achievement and teacher quality to education personnel, local communities and the legislature.
The department has responded to federal and state requirements to develop core academic standards and assessments that align content standards with curriculum and measurements of student progress.
The department implemented programs to increase student academic achievement through the development and administration of state plans to meet identified needs of a diverse student population, including: at-risk students, students with disabilities, adults, migrants, immigrants, refugees, limited English proficient and general education students.
The department initiated a finance study of elementary and secondary education funding sources to assist the legislature in determining education adequacy.
The department worked cooperatively with the Fire Marshall to insure that all North Dakota schools are now in compliance with the fire and safety codes.
The department initiated a commodity supplemental food program to serve elderly ND adults.
The superintendent established a community-based task force to analyze the efficiency and effectiveness of educational services provided to students at the ND School for the Deaf.
Department personnel provided legislative committees and the Office of the Governor updated demographic data, enrollment projections and budget forecasts.
The department responded to societal needs by accessing and making grant monies available for community-based programs to address student and teacher health and safety concerns.
The superintendent advocated for equitable pay for licensed educators, including publicly supported teachers, state employed teachers and staff.
The department provided leadership to school districts in matters pertaining to school reorganization, including the formation of Joint Powers Agreements to enhance district administrative and teaching alternatives.
The department collaborated with a broad base of community members, educators and families to provide a comprehensive, unified system of educational services for students with unique learning needs in a least restrictive environment.
