North Dakota Reading First Overview |

The Reading First Program was established by the No Child Left Behind Act and signed into law by President George W. Bush on January 8, 2002. Reading First is an ambitious national initiative to ensure that all students know how to read well by the end of third grade. The program is designed to select, implement, and provide professional development for teachers using scientifically-based reading programs; to implement effective methods and instructional strategies in the classroom based on scientifically-based reading research; and to ensure accountability through ongoing, valid and reliable screening, diagnostic, and classroom-based instructional assessments. In a classroom-focused effort, students are systematically and explicitly taught five key early reading skills: phonemic awareness, phonics, fluency, vocabulary development, and reading comprehension strategies. The North Dakota Department of Public Instruction Reading First (NDRF) grant application was approved by the United States Department of Education on February 24, 2003. Eligible school districts are given the opportunity to apply to the state of North Dakota for the Reading First grant funds through a competitive grant application. To receive Reading First funding, eligible school districts must apply and satisfactorily address all program requirements. Selected school districts are awarded a three-year grant and will be provided funding each year, dependent on evidence that school districts are improving the reading skills of students in the first through third grades.
