North Dakota Reading First Overview

The Reading First Program was established by the No Child Left Behind Act and signed into law by President George W. Bush on January 8, 2002. Reading First is an ambitious national initiative to ensure that all students know how to read well by the end of third grade. The program is designed to select, implement, and provide professional development for teachers using scientifically-based reading programs; to implement effective methods and instructional strategies in the classroom based on scientifically-based reading research; and to ensure accountability through ongoing, valid and reliable screening, diagnostic, and classroom-based instructional assessments. In a classroom-focused effort, students are systematically and explicitly taught five key early reading skills: phonemic awareness, phonics, fluency, vocabulary development, and reading comprehension strategies.

The North Dakota Department of Public Instruction Reading First (NDRF) grant application was approved by the United States Department of Education on February 24, 2003. Eligible school districts are given the opportunity to apply to the state of North Dakota for the Reading First grant funds through a competitive grant application. To receive Reading First funding, eligible school districts must apply and satisfactorily address all program requirements. Selected school districts are awarded a three-year grant and will be provided funding each year, dependent on evidence that school districts are improving the reading skills of students in the first through third grades.

The following cohorts of schools are receiving (or have received) Reading First funds:

Cohort 1
(grants ran from July 1, 2003 – June 30, 2006)

  • Devils Lake Public School District - Minnie H Elementary School
  • Flasher Public School District - Flasher Elementary School
  • LaMoure Public School District - LaMoure Elementary School
  • North Central Public School District - North Central Elementary School (in Rock Lake, ND)
  • Park River Public School District - Park River Elementary School
  • Fargo School District – Madison Elementary, Lincoln Elementary, and Roosevelt Elementary were funded for one year.

Cohort 2
(grants ran from July 1, 2004 – June 30, 2007)

  • Adams Public School District - Adams Elementary School
  • Bismarck Public School District - Jeannette Myhre Elementary School
  • Bismarck Public School District - Riverside Elementary School
  • Bismarck Public School District - Will-Moore Elementary School
  • Devils Lake Public School District - Prairie View Elementary School
  • Devils Lake Public School District - Sweetwater Elementary School
  • Grand Forks Public School District - Lake Agassiz Elementary School
  • Mandan Public School District - Fort Lincoln Elementary School
  • New Town Public School District - Edwin Loe Elementary School

Cohort 3
(grants run from July 1, 2005 – June 30, 2008)

  • Dunseith Public School District - Dunseith Elementary School
  • Hillsboro Public School District - Hillsboro Elementary School
  • Jamestown Public School District - Louis L’Amour Elementary School
  • Jamestown Public School District - Roosevelt Elementary School
  • Jamestown Public School District - Washington Elementary School
  • Steele/Dawson Public School District - Steele/Dawson Elementary School
  • Tappen Public School District - Tappen Elementary School

Cohort 4
(grants run from July 1, 2006 – June 30, 2009)

  • Bottineau Public School District - Bottineau Elementary School
